Power of Partnership: Cloay White and Sheena Falter of Prestonsburg

Necco provides several service lines, each of which engage in various parts of a foster family’s journey. Whether it’s Foster Care, Behavioral Health, Independent Living or Residential Living, it’s important that all service lines work together to ensure the best care for every child and their caregivers. Two Prestonsburg Program Directors are doing just that.

Cloay White is the Foster Care Program Director in Prestonsburg. She has a Master of Education in Clinical Mental Health Counseling and has been working in mental health and foster care in some capacity for 16 years. She started at Necco in 2014 and has held several positions leading up to her current Program Director role. Cloay has been married for 23 years and has three children. “Foster care is my passion,” Cloay says, “When I think of our youth, I think of how we can make their life better. I never want a child to go to sleep at night and not feel wanted by someone, I want them to know their value, and that they matter.”

Sheena Falter is the Behavioral Health Program Director in Prestonsburg. She has a Master of Education in Clinical Mental Health Counseling and is currently writing her dissertation to complete her Doctorate in Counseling Education and Supervision. She also holds a Professional License for Clinical Counseling as well as a Nationally Certified Counselor credential. Sheena has worked in the mental health and foster care field since 2018. Before Necco, she worked as a Program Director for the Kentucky Specialty Courts working with adults with substance use disorders. Sheena has been married for 23 years with four children and is eagerly awaiting the arrival of her first grandchild.

In April of 2020, Necco split into several different service lines to better offer specialized care. As Program Directors of separate service lines, Cloay and Sheena decided to use their leadership positions to build an even stronger relationship between Foster Care and Behavioral Health within the Prestonsburg office.

Sheena explains that the number one goal for everyone involved is to provide the best care possible to children. The best way to achieve this goal is when everyone on the team works together through open communication and respect for one another. “We do not view or treat our teams as separate entities,” Sheena says. “We celebrate victories together, we mourn loss and failure together, and we learn and grow together.”

Cloay and Sheena have been a unified representation of respect, both in the office and out of it. “We are the Yin and Yang of the Prestonsburg office,” Cloay says. “Two opposite forces that exist in harmony and bring balance to one another.” The relationship between Cloay and Sheena individually is also used as a tool to promote relationships between the service lines.

Sheena adds that the secret to success within the office is embracing Necco’s Corporate Culture principles. These principles (Truth to Power, Celebrating Individuality, Sacrifice and Assist and Business Intelligence) start with leadership and cascade down to the whole staff.
